Description of the goods or services required

Grid access is the fundamental route to market for the foreseeable future for renewable electricity generators in the Highlands and Islands. It is also a major barrier to both the development and deployment of renewables across the region.

HIE and its local authority partners make representations to key participants on behalf of industry to influence the way in which grid construction is triggered, underwritten, and then accessed and charged for in the Highlands and Islands.

Total quantity or scope of tender

It is anticipated that the Framework will be awarded in October 2014, with an anticipated start date of November 2014, and will be let for a period of 2 years, unless terminated in accordance with the provisions of the Framework Conditions, with HIE having the option to extend for a further 1 year period.

 

The budget currently available to deliver this Framework is between £45,000 and £60,000 (excluding VAT) over 2 years.

 

3 Conditions for Participation

3.1

Minimum standards and qualification required

Bidders will be required to have in place, by the start of the Framework, the following and to maintain these policies in force throughout its duration. Copies of the policies and evidence of premiums paid to be made available to HIE upon request:

 

Public Liability Insurance – min of GBP250k for each and every claim

Professional Indemnity Insurance – min of GBP250k for each and every claim

Employers (Compulsory) Liability Insurance – min of GBP5M for each and every claim

 

Organisations which are unable to meet these criteria will not be evaluated further.

In order to participate, suppliers should register their interest in this contract on the Public Contracts Scotland website and download and complete all relevant documentation.

 

This free registration process also gives suppliers access to an on line Question & Answer facility which allows queries to be submitted (anonymously), and answers published and shared with all potential bidders.

 

Tenders must be submitted via the PCS postbox and be received by the date and time indicated with all questions answered. Hard copy responses will not be accepted.
