— The supply and installation of Solar PV systems; and
— Consultancy and project management for all types of renewable energy solutions
The supply and installation of solar PV systems will have to be provided by MCS licenced installers with a strong track record. Suppliers also have to be members of the RECC (the Renewable Energy Consumer Code) and adhere to required warranties and performance guarantee levels.
Consultancy and project management will have to be provided by consultants with a strong track record of working with public sector clients. Customers will be able to choose from a selection of consultancy services for all types of renewable energy solutions (e.g. solar PVs, wind turbines, heat pumps, biomass boilers and more). The dynamic nature of this Lot will allow Customers to take advantage of new installers and innovations entering the market.
Suppliers will be invited to bid for either or both Lots.
Any leasing options (such as ‘Rent a Roof’) have been ruled out of scope for this framework.

An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.

Description of particular conditions: 1. 2. This contract will contain a contract monitoring clause which will require suppliers to ensure that their organisation operates within the rating of 12 or more, as shall be determined by use of the credit rating agency, Creditsafe Business Solutions Limited.

Applicants who are unsuccessful shall be informed by ESPO as soon as possible after the decision has been made as to the reasons why the applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 (SI 2105 No. 102) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended and may award damages, make a declaration of ineffectiveness, order for a fine to be paid, and/or order the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
