Energy Performance Certification – Council Buildings

2.2

Description of the goods or services required

East Ayrshire Council requires a call-off contract for the production of Energy Performance Certification (EPCs) for our non-domestic buildings for sale, rental or new builds, when required.

It should be noted that there are no guarantees given as to the level of service required by the Council through the term of this contract as the Council do have their own staff trained to produce EPCs.

The contract will be for a period of 3 years with a one year extension option.

Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems. The postbox closes precisely at the time stated.

Quanties per annum are unknown – for information approximately 12 EPCs were required during 2011/2012 but this may not indicative of future levels of service required.

Additional Information

All tenderers expressing an interest will be invited to tender. Expressions of Interest must be made via the Public Contracts Scotland website – this will be conducted as an eTender, therefore tender documents must be downloaded, completed and uploaded again via the Public Contracts Scotland website. Expressions of Interest and downloading of documents must be made by 12 noon on 10 August 2012 with tender submissions uploaded by 12 noon on 16 August 2012 – no late expressions of interest can be accepted.

No late tender submissions can be accepted and tenderers must ensure they allow sufficient time to upload their submissions via the website in case there are any technical problems. Public Contracts Scotland helpdesk must be contacted immediately if there are any problems, and in any event before the deadline of 12 noon.
