Procurement for Housing Limited (PfH) is putting in place a framework agreement for energy procurement and consultancy services. The framework agreement is for use by, but not limited to:
(1) Housing associations, local authorities, councils, registered social landlords, arms length management organisation and other public sector organisations such as defence or education;
(2) All 700 plus current members of Procurement for Housing (PfH) and any future members, details of current membership for PfH can be found here, http://www.procurementforhousing.co.uk/membership/membership_list.

The member organisations above are located throughout the UK, including England, Scotland, Wales and Northern Ireland.

The purpose of this contract is to provide energy consultancy services to members of, but not limited to, procurement for housing (PfH). This framework may also be used by other public bodies as defined by the European Union although the agreement has been initially let solely on behalf of PfH members.
The framework will be divided into 3 lots:
— Lot 1 energy procurement:
Energy procurement services to put in place and manage contracts for the provision of energy on behalf of PfH members,
— Lot 2 bill validation services:
The provision of energy bill validation services for PfH members. This will involve ensuring the charges, data, and other information associated with PfH members energy bills are accurate and appropriate,
— Lot 3 energy consultancy services:
Energy consultancy services including, but not limited to: carbon consultancy, renewable energy, energy strategy development, sustainability, policy and grant awareness, and training.
Call off will be done by ranking order or by mini competition. Please see tender documents for full details.

The provision of energy bill validation services for PfH members. This will involve ensuring the charges, data, and other information associated with PfH members energy bills are accurate and appropriate.
This service will involve reviewing either physical or electronic copies of PfH members energy bills, and checking the validity of data contained therein including, but not limited to meter readings, meter number, invoice value, unit charge, etc.
The service will also include assisting the member in resolving billing disputes with the energy providers, based upon any information gathered during bill validation services.
