The successful installers will be passed contact details for potential EWI customers by EST. They will be required to contact the customer directly and arrange survey to:
1 Determine the appropriate insulation solution for the property.
2 Determine the total cost of installing.
3 Verify eligibility for funding support under the terms of the project.
The installer will report the findings of the survey to EST who will confirm the total level of funding available. And seek to link with other funding opportunities where appropriate. If the final cost is agreed EST will give final authorisation for works and the installer will book and complete the work agreed under a direct contract with the customer.
The installer will be responsible for collecting any residual costs from the customer directly.
The installer will be responsible for not undertaking work not eligible for funding as will be clearly laid out in the contract, and also be responsible for submitting all required evidence for payment to EST in a timely manner no later than 1 month after the installation.
EST will verify the information and pass to the funder for payment. There is likely to be a delay of between 30 and 40 days so the successful installer will need to be able to tolerate this delay.

Justification for the choice of accelerated procedure: The EST PG Flex project requires an external wall insulation installer to be procured and in place quickly as a matter of urgency. This is because there is a practical deadline for the delivery of all works associated with this project in October 2012 due to the end of the source funding (CERT) later in 2012. Also the project is to fund external wall insulation works, and this requires days of dry weather for its completion. As such installer’s capacity to complete work is only reliable in the summer months, with work typically taking place from April to September. Success in this project will have major beneficial implications for:
— Reducing Fuel poverty,
— Reducing Carbon emissions from housing,
— Boosting the supply chain and supporting employment,
— Helping to achieve Government targets,
— Developing market readiness for the Green Deal.
There is added urgency in this case because if the project proves a successful mechanism for delivering work then there is significant appetite from partners to replicate the project across the entire UK, magnifying the potential social, economic and environmental benefits considerably. A suitable installer must be in place and installing as soon as possible and no later than April 2012 if there is to be any possibility of the project being as successfulas it has the potential to be, and realising the benefits that are associated with this.
