IV.1.1)Type of procedure
Justification for the use of the accelerated open procedure is due to the recent conclusion of a review of how Bournemouth Churches Housing Association (BCHA) procures its energy supplies and the recent findings being presented, which demonstrates the potential for achieving significant savings given current energy market conditions. The current energy supply contracts for BCHA expire on 30.9.2016. Due to time-scales inherent within the Open OJEU Procedure there would not be sufficient time for BCHA to tender for new energy supplies and put in place new energy supply contracts before 1.10.2016. If that was the case then the Association would be placed onto out-of-contract rates which in some instances are significantly higher (i.e. double) the normal costs of energy; for a charitable organisation this is unacceptable and is why the accelerated option has been chosen.
IV.1.6)Information about electronic auction
BCHA have appointed themselves as the counter-party and a third party, Beyond Group, to act as its agent in conducting the e-auction. Suppliers who meet the Stage 1 Selection Criteria will be issued an invitation from the contact below 7 days prior to the e-auction taking place, including access details, energy data and log on instructions. The e-auction is scheduled to take place on 23rd August.
