Description of the contract
The Service Provider shall provide a collection service for the Council in respect of unpaid penalty charge notices, liability orders for council tax, non-domestic rates and business improvement district levies and commercial rents. The Council will require the Service Provider to execute warrants issued by the Magistrates Court. A minimum of two operators will be appointed. The Council is looking to implement a framework with two or more Enforcement Agencies and it is proposed that the division of work will approximately be split 50/50 with changes occurring should one agency be suffering on any aspect of performance. Current practice is that the spilt will be made by surname and it is anticipated this will continue. Our aim is to maximise the collection of debt through the use of all available recovery options and the Service Providers will be expected to comply with current legislation and the Ministry of Justice national standards in order to meet the local specifications of this framework. The framework will be accessible in either full or in part by any other local authority in West Sussex and may be used in a manner best suited to their individual requirements. Chichester District Council will not be responsible for any arrangements between other authorities using this agreement.
