Under the Government of Wales Act 2006, Section 75, the Welsh Government has a statutory duty to consult with the business community, including the trade unions and other organisations as considered appropriate (collectively known as the Social Partners), where the exercise of the Welsh Government’s functions impacts upon their interests.
The Welsh Ministers are committed to consulting and co-operating with the social partners for the benefit of Wales’ economy and society. The Welsh Ministers Business Scheme sets out the broad principles and shared values that will govern the relationship between the Welsh Ministers and the social partners in Wales.
As part of this commitment, and to support the statutory duty to consult, the Welsh Government has provided resources/funding, in accordance with the Welsh Ministers’ Business Scheme, since 2002 to help address capacity issues for Social Partners and facilitate effective input from Social Partners.
The Welsh Government, on behalf of the Welsh Ministers, hereafter referred to as the Client, aims to contract for the provision of a service that will:
— Facilitate the interface and engagement between the Social Partners in Wales and the Welsh Government; and
— Support the Welsh Government in the implementation of the Welsh Ministers Business Scheme required under Section 75 of the Government of Wales Act 2006.
