4 authorities in SE Wales are collaboratively inviting expressions of interest for an engineering services provision framework arrangement. The arrangement will include individual services packages, delivering engineering design services to the Contracting Authority, for roads and associated structures on an ad-hoc basis, in line with the scope of service. Suppliers will be required to communicate directly with the Contracting Authority. The contract scope includes a wide range of road and bridge design and maintenance services, geotechnical projects, environmental management assessments, and landscaping design. Work may also extend to the project management of construction contracts in certain circumstances.
Detailed information regarding the service specification will be provided at the time the service package becomes available.

4 authorities in South East Wales have formed a collaborative partnership for the joint procurement of engineering and related services. Caerphilly CBC are acting as the lead authority in this procurement exercise. Caerphilly CBC, Blaenau-Gwent CBC, Monmouthshire CC and Torfaen CBC decided to establish a series of engineering service arrangements. The arrangements will enable each Authority to procure specialist consultancy services for specialist areas of work. The partnership will be going to the market for 5 projects each of which will be procured separately:
— Engineering services provision over 100 000 GBP (PS805),
— Engineering services provision up to 100 000 GBP (PS806),
— Traffic surveys (PS807),
— Technical surveys database management (PS808),
— Accident studies (PS809).
The Authority reserves the right to change without notice the procedure for awarding the framework, to reject all or any bids for the framework and / or to stop the process and not to award a framework at any time without any liability on its part. No contract will be created between the Authority and any party until a contract is executed between the Authority and the winning bidder.
Tenders and all supporting documentation for the contract must be in English and must be priced in sterling.
The Authority is not liable for any costs (including any third party costs fees or expenses) incurred by those expressing an interest in or tendering for this framework opportunity.
Any agreement entered into will be governed by English law and will be subject to the exclusive jurisdiction of English Courts.
Applicants should note that Caerphilly County Borough Council will be conducting this procurement exercise, on behalf of Caerphilly CBC, Blaenau-Gwent CBC, Monmouthshire CC and Torfaen CBC all of whom can call off from this framework.

Applicants should note that the estimated top end figure in Section II.1.4 represents the estimated total value for all potential purchase that could be made under the framework by all 4 authorities. Applicants should also note there is no guarantee of work under this framework and the authorities can at their sole discretion choose not to call of their requirements from the framework.
Applicants should also note that this framework only relates to service packages that have a fee value of over 100 000 GBP. Service packages that have a fee value under this amount will be procured separately by the authorities.
