Chichester District Council is seeking bids for the Design and Build of new Enterprise Centre on an existing industrial depot site along Terminus Road in Chichester. The new business starter units will provide emerging and small businesses with a simple and affordable way to secure their first commercial base.
In general terms, the proposed Works comprise the design and construction of a new managed Enterprise Centre, having a gross internal floor area of approximately 2 469 m² (nett lettable) together with associated services, drainage and external works, all as described on the drawings and ER’s.
The site is located approximately 1 km west of the city centre of Chichester, West Sussex, on Plot 12 of the Terminus Road Industrial Estate. The site is bounded by industrial units to the east; the A27 Fishbourne Roundabout to the west; Terminus Road to the South.

II.2.1)Total quantity or scope:

Full design and build of Enterprise Centre.
In general terms, this proposal comprises 2469 m² (26576 ft²) of lettable managed business space, housed within two buildings split into two separate types of lettable space. One is office space of approximately 1 582.4 m² (17 032 ft²) and the other 976 m² (10 505 ft²) of workshop spaces. All uses of proposed tenants fall within an ‘open’ B1 (a/b/c) and B2 use classes. The remaining site is absorbed by shared external space, landscaping opportunities and car parking to accommodate a total of 108 parking bays, inclusive of 6 disabled parking bays, 30 cycle spaces and motorcycle parking provision.
The external works include new tarmacadam road and car parking areas, paved footpaths and ramps, new perimeter fencing, bin stores, cycle shelters and external furniture. Soft landscaping comprises grassed areas, hedge, shrub and tree planting.

III.1)Conditions relating to the contract

III.1.1)Deposits and guarantees required:

“Contractor”s or Performance Bond or Deposit by Way of Security”
“If the Contract Sum is 250 000 GBP or more, the Contractor shall, no later than the date of this Contract, procure the execution and delivery of a performance bond in favour of the Employer in the form included within the Employer’s Requirements. The bond amount shall be no less than 10 % of the Contract Sum. The bond shall be executed and delivered by a surety approved by the Employer, acting reasonably. In the event of the Surety becoming bankrupt or insolvent or compounding with his or their creditors, the Contractor shall, upon being required by the Employer to do so, enter into a new bond with a fresh Surety in the same sum. The cost of providing the performance bond is to be entered as a separate total in the Contract Sum Analysis, together with the name and address of the proposed Surety. The name and address of a broker or other intermediary will not be accepted.”
NB The Employer to select either a bond OR a for inclusion in the Employer’s Requirements having regard to the prevailing financial circumstances. If the Employer selects a bond, the Contractor may elect to deposit the bond amount with the Employer’s bank in lieu of a bond. In such circumstances, the Contractor shall, no later than the date of this Contract, enter into an Agreement for Deposit by Way of Security with the Employer in the form included within the Employer’s Requirements to deposit into the Employer’s bank account an amount which shall be no less than 10 % of the Contract Sum.

Description of particular conditions: The design and construction of works shall conform in every respect with the current requirements of the Building Regulations. The Contractor is required to make application for and obtain all necessary approvals in relation to compliance with the Building Regulations and shall allow for all costs, fees and charges in connection therewith. The scheme shall be registered with Chichester District Council Building Control department.
The Contractor shall register the site with the Considerate Constructors Scheme (CCS) no later than one month after commencement of the Works. Any monitoring reports issued by the CCS will be discussed at the monthly site meetings.
