Arch – The Northumberland Development Company (the “Authority”) is the economic development and regeneration body for Northumberland. It is an independent company owned by Northumberland County Council. It provides a range of activities to promote the economic growth of Northumberland.
The Authority and Northumberland County Council have agreed an Enterprise Action Plan for the period 2012-2015. They now require appropriately skilled and experienced organisations to deliver elements of this Action Plan.
The aim of this procurement is to commission services which:
— increase the rate of business start-up and growth in Northumberland,
— raise the quality of support on offer to businesses and entrepreneurs,
— introduce innovation and competition to the market for enterprise and business support across Northumberland,
— establish a flexible approach that can adapt to changing circumstances, opportunities and needs over time.
Northumberland as a County has two distinct areas, with very different economic conditions:
South East Northumberland, encompassing the former District Council areas of Blyth Valley and Wansbeck, plus the communities north of Ashington up to Amble, a predominantly urban area characterised by the decline of traditional industries, with high levels of deprivation and low numbers of businesses per head;
Rural Northumberland, covering the North and West of the County, a sparsely populated rural area characterised by relatively high levels of businesses per head.
Reflecting this difference, a separate exercise is underway to provide services that focus on the rural parts of the County. The start-up focused services to be procured through this procurement process will focus primarily on the South East Northumberland area, with some limited aspects provided on a County-wide basis.
Northumberland is part of the North Eastern Local Enterprise Partnership (NELEP), and a number of sites within South East Northumberland are included in the NELEP Enterprise Zone. The service delivered through this contract will help to achieve the wider ambitions of NELEP and maximise the potential impact of the Enterprise Zone.
The elements of the Action Plan that are to be commissioned through this procurement process will provide targeted, appropriate and effective support to those who need it to start-up successful businesses, through a 3-tiered approach to give light touch support to most clients, and more intensive support to priority clients. The specific services will be divided into three lots: Lot 1: Advice and Mentoring; Lot 2: Group Advice Workshops; Lot 3: Intensive One to One Support.
The services to be contracted through this procurement process are intended to be part-funded through the North East England ERDF Programme. They will therefore need to be delivered and managed in accordance with the eligibility criteria and record-keeping requirements of ERDF.

1)Short description

Lot 1: (Countywide service) A light touch universal web- and telephone-based service available for all Northumberland-based businesses before starting and in the first year of trading. This would complement what is available from UK Business Link nationally, by providing Northumberland-specific information and guidance. It is expected to include:
— links to quality assured support available from local businesses and organisations,
— signposting to other sources of advice, guidance, funding and mentoring,
— locally-specific guidance on issues such as planning, licensing, public procurement and funding opportunities.
Mentoring – Recruitment and management of a pool of quality-assured, experienced volunteer business mentors who would be available to support priority start-up and early stage businesses.

Lot 2: (South East Northumberland) Targeted group advice workshops on the legal and practical aspects of starting a business, providing the key information and skills needed to develop a viable business. These would cover standard areas such as: financial management and tax; marketing, promotion and sales; business planning; and business structures. These sessions will be delivered in a limited number of locations and will be primarily promoted to high growth potential businesses and businesses in identified priority sectors (advanced manufacturing & engineering, pharmaceuticals & life sciences, business & professional services, food & drink, tourism, and energy).
