SECTION I: Details of the Request for Quote
Description of the RFQ

Carmarthenshire County Council is looking to appoint a provider to undertake an evaluation of its European Social Fund (ESF) funded Environment Partnership Development Officer (EPDO) Project.

The European Social Fund – Development and Priority Delivery Project enables the delivery of a number of citizen focused initiatives to deepen the impact of the 15 Local Service Boards (LSBs) in Wales. External evaluation is a Welsh European Funding Office (WEFO) requirement for this project.

The EPDO Project is led by Carmarthenshire County Council working in partnership with the Carmarthenshire LSB and is financed through the ESF Convergence Programme for West Wales and the Valleys through the Welsh Government. The total value of the Environment Partnership Development Officer (EPDO) Project is in the region of £173K and its focus is on environmental sustainability and partnership working. The aim of the EPDO Project role is to lead, coordinate, develop and project manage the current and future activity of the Environment Partnership. This includes working proactively with a range of partners to ensure effective local collaboration, plus integration with wider regional and national agendas. The EPDO Project works closely with LSB partners to coordinate their contribution to climate change mitigation which helps to develop a consistent approach to carbon foot-printing across the public sector in Carmarthenshire. The Project has a number of key stakeholders, including the Voluntary sector, Environment Agency, Countryside Council for Wales, Dyfed Powys Police, Mid & West Wales Fire & Rescue, Hywel Dda Health Board, Coleg Sir Gar, Trinity St.Davids University, along with key employers and employer organisations . Carmarthenshire County Council has managed and delivered numerous European Union funded projects, and this EPDO Project will run until December 2014.

Project evaluation will need to be carried out at three stages and written reports are required at all three stages of the evaluation. Key dates are as follows: — Stage 1 Initial report – April 2013, —Stage 2 progress report – August 2014, —Stage 3 Final Project evaluation report – March 2015.

Please note: Quotes for the Stage 1, Stage 2 and Stage 3 evaluations need to be proportionate to the project value. Requirements may be subject to change following any new directives from WEFO that may need to be complied with.
