PROVISION OF ENVIRONMENTAL AND LANDSCAPE CONSULTANCY SERVICES

St Helens Council has a mixed capital programme over the next two years as a result of securing funding under the Government’s Local Sustainable Transport Fund (LSTF) and the Council’s Capital Investment Programme.
Work Range:
·        Refurbishment and construction of new car parks.
·        Construction of a new cycle track along a former mineral line.
·        Construction of cycle tracks along linear parks at Rainford and the Sankey Valley.
·        Various minor schemes emanating from Council Wards
·        Design of planting and park land projects
·        Advice may also be sought on third party development submissions (Section 38   Developments) in respect of the specification and layout of SuDS from an environmental design perspective as required by the Flood and Water Management Act 2010 (not flood capacity design)
Many of these schemes may require landscape and environmental input to varying degrees to assist internal staff who will generally provide the engineering design and advice. It is anticipated that it may be preferable to have an environmental lead on certain schemes, particularly for the proposed cycle tracks to ensure that landscaping and environmental opportunities are maximised and the schemes are sympathetic to their settings. The Council are therefore looking to establish a consultancy call off arrangement for landscape and environmental specialisms.

·        Landscape and Ecological Impact Assessment
·        Scoping and master planning
·        Planning submission
·        The Environmental Aspects of Sustainable Urban Drainage Schemes (SUDS)
·        Arboriculture and tree surveys
·        Contract management and CDM Role
The duration of the contract will be for a two year period, with the potential for a one-year extension subject to review.
