Description of the contract
Stoke-on-Trent city council wishes to appoint a consultant to prepare an Environmental Scoping Report (SR). The purpose of the SR is to scope out the key environmental topics required for a full Environmental Impact Assessment on the final Phase 2 route (section between Lichfield and Manchester Piccadilly), to set out the scope and methodology proposed for each topic and a determination of the likely impacts and effects. A key aim of the SR therefore is to assign values of magnitude and significance to the issues and compare them to the consultation route. The SR will provide clarity of approach on a number of environmental issues at an early stage with the aim of further demonstrating the significant environmental benefits of the Stoke Route proposal over the consultation route at the shortlisting stage. The output of this work is to provide a Scoping Report on the ‘Stoke Route proposal’ to act as a forerunner to the work HS2 Ltd will need to do on the preferred route, should this include the ‘Stoke Route’, in terms of an Impact Assessment; Environmental Statement, Mitigation Measures and further engagement and consultation.
