The Scottish Government, on behalf of its project partners the Department of Enterprise Trade and Investment in Northern Ireland and the Department of Energy, Communications and Natural Resources in Ireland, seeks tender submissions from suitably qualified consultants to produce a Spatial Plan and Sustainability Appraisal for the ISLES maritime zone. This work will inform the future commercialisation of a sub-sea electricity network that in turn can assist in the development of the offshore renewable energy sector.
The successful contractor for this element of the ISLES project will deliver under a single contract:
i. A Marine Spatial Plan.
ii. A Sustainability Appraisal, comprising of:
a) A Strategic Environmental Assessment (SEA);
b) A Habitats Regulations Appraisal (HRA) to identify the potential for effects on European nature conservation sites; and
c) A Socio-economic Impact Assessment – an assessment of the impacts of the plan on communities, other users of the sea and the economy.

Precise information on deadline(s) for lodging appeals: The Scottish Government intends to apply a 10 calendar day standstill period at the point of information on the award of contract is communicated to tenderers. This period is to allow companies who object to the decision of the award of contract to raise their concerns with the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No. 1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
