This document sets out the Welsh Local Government Association’s (WLGA) Tender Documentation, Terms & Conditions and general information relating to the invitation to tender for the provision of external consultancy services to: Co-ordinate, on an All Wales basis, the activities of the Welsh Heads of Environmental Health group in order to influence policy and practice in the protection and improvement of public health and well-being.

WLGA wishes to appoint an external consultant to provide the following environmental health coordination services. It is anticipated these services will constitute 3 days work per week. The precise activities to be delivered will be agreed between WLGA and the appointed consultant prior to final appointment. It is considered that in order to provide these services, the consultant will have a detailed knowledge of the strategic objectives and a sound technical understanding of the environmental health profession.

The services required are:

1. To promote service improvement in Environmental Health through best practice guidance and the better regulation agenda.

2. To promote service improvement through collaboration in Environmental Health in accordance with the Welsh Government’s local, regional and national agenda.

3. To engage with a wide range of stakeholders including Welsh Government, WLGA, CIEH, LBRO, Food Standards Agency, Environment Agency, Health & Safety Executive, Public Health Wales, Trading Standards Wales and consumer groups in order to promote new and emerging public health agendas

4. To act as a WHoEHg point of contact to coordinate relevant consultation responses and requests for information from key stakeholder organisations.

5. To co-ordinate the activities of the Welsh Heads of Environmental Health Group, including setting up ordinary and annual general meetings, arranging speakers, minutes and implementing action points etc.

6. To produce an Annual report and forward work plan to be agreed by WHoEHg.

7. To support implementation of the Annual Work Plan agreed by WHoEHg.

8. To attend meetings of the WHoEHg Performance Management & Improvement /Executive Group.

9. To facilitate low-cost practitioner training in partnership with CIEH, Welsh Government and other relevant bodies.

10. To report to Directors of Public Protection Wales (DPPW) meetings on key issues and feedback to the WHoEHg.

11. Where necessary, to deputise for the Chair or other officers to represent the WHoEHg at national meetings and to feedback to WHoEHg

12. To liaise and with Technical Panels in delivering the objectives Welsh Heads of Environmental Health.

13. To undertake any other duties, as agreed, as are appropriate and commensurate with the provisions of the contract.

14. The appointed consultant will also liaise with any other officer of WAW or WG as required to deliver the required services and products.

The tender process will be conducted as an open procedure.

Proposals should include the details shown above in section 4 and be submitted by email to Lorraine.dagnilli@wlga.gov.uk no later than 4:00 pm on Friday 6th February 2015.

Proposals may also be submitted by post no later than the above date and time and marked as Tender Proposal Confidential to Simon Wilkinson, Welsh Local Government Association, Local Government House, Drake Walk, Cardiff CF10 4LG.

Evaluation of applications will be undertaken in two phases (phase 2 interviews will be an optional phase to be implemented at the discretion of the WLGA and would involve a maximum of the top three ranked bids):

Phase 1: Initial shortlist – all submissions will be assessed against criteria set out at 4. I & II, above. A maximum of the top three ranked bids will be allowed through to the next phase.

Phase 2: detailed evaluation will be undertaken against the criteria set out at 4. III –V, above, to arrive at the rankings for the submitted proposals.

Interview – this phase will be applied at the discretion of the WLGA, if required, in order to clarify matters of detail and in order to clearly distinguish the rankings across the top three ranked bids

Bidders will be expected, if required, to be available for interview in Local Government House, Cardiff.
