Since 2003 Wirral Council has been assembling land, mainly through housing clearance, for new build housing as part of the former Housing Market Renewal programme. From 2005 the Council had financially supported an Environmental Warden function to remove fly tips, cut grass and provide a general grounds maintenance service to ensure sites are clean, clear of waste, in a good condition and not creating a detrimental impact on the local neighbourhood whilst they are waiting for new development or are providing amenity space. The cessation of Housing Market Renewal funding in March 2011 led to the ending of the Environmental Warden service and the Council is seeking to appoint a contractor to provide a service that would offer similar functions on a more focussed localised basis
