II.2.1)Total quantity or scope:

The LLWR submitted to the Environment Agency a new Environmental Safety Case (ESC) for the site in May 2011. The LLWR are planning to submit an application for a revised permit based on the ESC in early 2013. In parallel with this permitting process, the LLWR is implementing the 2011 ESC into its management processes.
LLW Repository Ltd is seeking to procure the services of specialist suppliers to support the implementation, application and further development of its ESC. It is intended to place multiple framework contracts, split over multiple lots, to cover provision of the required support over a four-year period.
The work scope of the framework contracts is split into 4 lots:
1. ESC Project Team Support
2. ESC Project Support
3. Geological and Hydrogeology Support
4. Independent Peer Review
There are restrictions on the lots of work that potential contractors can bid for and be awarded.
Successful bidders for the work will require experience and expertise in the development and application of ESCs for radioactive waste repositories. Support for nuclear safety cases and other environmental assessments not relevant to ESCs will not be procured under these framework contracts.

— review of reports and other documentation produced for the Project or relevant to the Project,
— undertaking technical tasks being performed by the ESC Project team,
— support to other LLWR teams relating to the ESC,
— technical development and training of ESC Project Technical Managers,
— training other LLWR staff or contractors to enable implementation of the ESC; and,
— stakeholder and regulatory engagement.

In general, it is expected that all contractors awarded a framework contract under this lot will be given the opportunity to bid for each task to be undertaken by a contractor. Small pieces of work, such as attending workshops and reviewing activity outputs or reports, may be awarded to a contractor without competition, particularly where it is clearly most cost-effective to use some specialist knowledge. Larger pieces of work will only be awarded without competition if a clear single-source justification can be made. When specifications for work are issued, contractors will be asked to confirm whether or not it is their intention to bid for the work. Where contractors choose to bid, they will need to submit a mini-proposal by a specified deadline.

Geological & Hydrogeology Support.

The contractor will need to provide support in the maintenance, development and application of the LLWR’s understanding of the site’s geology and hydrogeology. This includes software models of the site’s geology and hydrogeology. The 3D geological model of lithofacies surfaces is currently implemented in GSI3D, based on data in held in a gINT (R) database, and the hydrogeological model in CONNECTFLOW.
It is anticipated that much of the work undertaken under this lot will be in support of the detailed design and construction of the site’s closure engineering and future vaults.
The work scope may include geological recording of borehole construction and excavations made on the LLWR site. The selected contractor will need to provide staff with the necessary qualifications, experience and expertise, and also availability to support programmes of work on the LLWR site, which is a nuclear licensed site.

The requirement is for a contractor to provide a group of experts, the Peer Review Group (PRG) with the necessary technical experience and expertise, and professional standing, to provide independent peer review of work relevant to the LLWR’s ESC covered by the General Work Scope above. It is noted that an important aspect of the work of the ESC Project will be supporting the detailed design and implementation of the closure engineering and future vaults.
