The Welsh Government’s policy for economic development is aimed at improving skills, infrastructure and the wider economic conditions for businesses in Wales.
This approach will create the right environment to encourage entrepreneurship allowing the private sector to flourish rather than directly deliver support to individual businesses.
Our approach is organised by five priorities:
— Investing in high-quality and sustainable infrastructure,
— Making Wales a more attractive place to do business,
— Broadening and deepening the skills base,
— Encouraging innovation,
— Targeting the business support we offer.
Within the range of activities that this service will cover are a number of strands of the Economy, Science and Transport Department and include: Entrepreneurship and Business information. It is envisaged that most activity will be within the Business Start Up service, with in the region of 100 days support required per year.
One of the priorities for delivering economic renewal is to target the business support we offer, and a commitment was made to refocus the start up service to:
— support self employment especially to address the problems of participation
The current contracts for the business Start up service were launched in February 2012 with the aim of working towards increasing the number and survivability of business start ups in Wales, particularly high value businesses that will contribute to the growth in VAT stock. The whole service is underpinned by a strong inclusion approach designed to maximise equality and accessibility and overcome barriers to participating in business start up activity experienced by some clients.
The Start Up Service comprises of two main elements: providing support to individuals seeking to start a new business either working for themselves (self employed) or starting a business with growth potential. An additional strand is being tested in providing specialist support for businesses that have high potential growth.
Providers are expected to deliver a service that is inclusive to all and takes into account the needs of all clients and client groups by ensuring that issues of participation, to reduce economic inactivity, are addressed.
The service is delivered via six regional contracts (lots) that deliver:
— Early Stage Intervention – taster sessions and networking,
— Pre Start up support – workshops, self employment advice surgeries and 1 to 1 support,
— Post start support for self employed clients,
— Post start support growth workshops,
— Graduate start up support,
— High Potential Starts.
The general start up service is delivered through a network of six providers across Wales; five of whom operate on a consortium basis. The HPS service is delivered through a network of four providers
Welsh Government is looking to appoint an Advisor to support our contracted Start up Service Providers. and may be asked to provide support on a broader basis across Enterprise, Business and Innovation This contract aims to widen participation throughout our contracted business services to ensure engagement with Welsh Government target groups including hard to reach demographic groups.
Provision of this service should be provided by one provider on a pan Wales basis.
