The European Union Lifelong Learning and Youth in Action Programmes of educational exchanges, study visits and networking activities, for students, teachers, trainers, young people and all others involved in education and training, come to an end in December 2013. For the period 2014-2020 it is proposed that the current Programmes will be amalgamated into a single programme (Erasmus for All), together with the proposed new sports programme.
The UK Department for Business, Innovation and Skills (BIS) and the UK Department for Education are considering a process of open competition to award the contract for the delivery of the Programme for 2014-2020. The Departments will be seeking to appoint a single coordinating organisation for the Programme. However, provision of elements of this contract may be of interest to smaller organisations. Given the scope of delivery required for the combined programme, it is anticipated that such organisations may wish to partner with other suppliers or develop consortia in order to deliver the full range of services. We anticipate commencing the full procurement process before the end of this year.
The successful organisation, known as the National Agency (ies) will be responsible for the delivery of the programme in the UK, including: marketing, providing training and guidance to the education sectors, administering funding and grants, and acting as the liaison point for programme delivery with the Commission. They will be accountable both to the Commission, and to the UK Departments. Key Performance Indicators will be agreed with the UK Government to align with Ministerial priorities. The operation of the National Agency will be co-financed by the European Commission and the UK Government.
Potential bidders seeking further information or to express views relating to the tender of this contract and its constitution should request information from the contact points detailed in this notice only. Events for interested parties will then be convened over the coming months.
Further information on the development of the Erasmus for All Programme can also be found on the Commission website: http://ec.europa.eu/education/erasmus-for-all/.
