Description
Kirklees Council is seeking to appoint providers who are able to deliver a programme of flexible learning which is tailored to meet the needs of NEET young people, and those at risk of becoming NEET in Kirklees, and to support and enable them to re-engage in learning and progress onto positive destinations. Tenders are invited from suitably qualified and experienced Suppliers. It is anticipated that approx. 3-4 Suppliers will provide the Services from 1 September 2012 until 31 December 2013 with an option for the Council to vary individual contracts during the term to require additional Services where necessary to ensure that all applicable funding is applied. The Contract will be divided into three Lots: Lot 1 – NEET in Kirklees (1-2 suppliers) – £232,340 + possibly £60,000 additional Lot 2 – NEET Skills For Life / Functional Skills in Kirklees (1 supplier) – £104,400 + possibly £60,000 additional Lot 3 – Young people aged 14-16 who are at risk of becoming not in employment, education and training (NEET) in Kirklees – £129,220 + possibly £60,000 additional Submissions may be made for one or more Lots. The Positive Futures programme provides a flexible and tailored offer of provision to young people not in education, employment or training (NEET) or at risk of becoming NEET to support and enable them to re-engage in learning and progress on to positive destinations. Activity must complement existing employability skills provision including; Foundation Learning, Neighbourhood Learning in Deprived Communities; Routes Into Work; Work Programme; as well as core Jobcentre Plus and Skills Funding Agency activities. Activities should meet the needs of specific communities and address gaps in lower level skills provision. The strategic steer for this programme of activity will be provided by the Positive Futures Steering Group which consists of key agencies including, Calderdale and Kirklees Careers, Jobcentre Plus and the Skills Funding Agency. In addition the successful applicants will be required to attend Positive Futures Project Partner Meetings to share and develop models of good practice when working with the target group, which is managed by Kirklees Council’s Funding and Investment Unit within the Investment and Regeneration Service.
