Service providers must be able to offer all goods/services listed in the price schedule within part B of the invitation to tender. In this instance the framework will not be split into product lots as, demonstrated by ESPO’s previous framework, customers require a ‘complete washroom service’. The benefit of this is that it provides economies of scale to the successful service providers who will be able to pass on these savings to customers. A consistent price for customers located in all geographical regions will provide the simplest route of access for customers. Tenderers will be under no obligation to offer national coverage and will be able to select geographical regions that they are tendering for in Part B of the invitation to tender.
An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.
As a Central Purchasing Body as defined by the EU Procurement Directive 2014/24/EU, the Framework Agreement is open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments (including Academies); Central Government Departments and Agencies and Local Government Departments and Agencies; Police, Fire and Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords; Any Public Body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament. Description of particular conditions: 1.
