The Essex County Council Academy Insurance Group comprises a group of schools that have changed to Academy status in 2012. These Academies are largely based across Essex although the Group does not preclude members from outside the region.
The provision of insurance including: Property, Liability, Contract Works, Personal Accident, Travel, Legal Expenses, Motor, Fidelity Guarantee, Professional Liabilities and Engineering Insurance/Inspection for a Consortium of educational establishments with Academy status, or that may achieve Academy status during the lifetime of the Framework.
We do not wish to limit which Academies or local Education Authorities form part of the Group but at this point in time we are unable to identify a definitive limit of eligible schools who may elect to convert to Academies and apply to use the Framework in subsequent years.

This tender is open to insurance companies and brokers registered with the FSA to transact general insurance business in the UK.
It is a requirement of the tender for each bidder (or group of bidders) submitting a tender to quote for all sections of the requirement. Failure to tender for all sections will result in the disqualification of the bid.

a) A Minimum Standard & Poors rating (or equivalent) of A- will be required;
b) the presentation of balance sheets or extracts from the balance sheets, where publication of the balance sheets is required under the law of the country in which the economic operator is established;
c) a statement of the Insurers overall turnover and the turnover in respect of insurance services for the last 3 financial years available;
d) and additional criteria as detailed within the Invitation to Tender.
Should brokers respond on behalf of Insurers they will be responsible to provide confirmation that their Insurers meet this criteria.

Reference to the relevant law, regulation or administrative provision: The process is open to Insurance companies and Insurance Brokers regulated by the FSA to underwrite General Insurance cover in the UK.
It is permissable for a broker to submit a proposal whereby a number of Insurers elect between them to provide quotations for all of the specified risks. However, if awarded the Framework Contract, the broker will not be able to change Insurers during the life of the Framework Contract.

The framework will be awarded for 3 years with the option to extend for a further 2 years.
The dates detailed within the Notice are provided for information purposes and may be subject to change.
The Framework is open to Insurance Companies and Insurance brokers regulated with the FSA and to transact general insurance business within the UK only. Insurers are expected to provide claims handling arrangements as part of their service and no separate claims handling contracts are envisaged.
The Framework is open for use by any educational establishment in England with Academy status or that during the lifetime of the Framework may gain Academy status.

Precise information on deadline(s) for lodging appeals: This authority will incorpoate a minimum of 10 calendar days standstill period (or 15 days if non-electronic or fax methods used) at the point that information on the award of the contract is communicated to tenderers. If an appeal regarding the award of a contract has not been successfully resolved then the Public Contracts Regulations 2006 (England, Wales and Northern Ireland) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally wihin 3 months).
