Description of the contract

A final evaluation of the Carbon Emissions Reduction Target (CERT) and Community Energy Saving Programme (CESP) schemes, both of which ended on 31 December 2012. This will build on previous interim evaluations, address areas not previously covered, including the CERT extension, and look at the impact of the schemes as a whole. Key objectives include: a. reviewing the extent to which policy objectives have been met; b. provide analytical evidence to inform the assessment of the realised costs and benefits of the policies; c. providing learning points to assist and inform the delivery of ECO; and d. informing future policy development

DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC terms and conditions, which are available on the main DECC website – www.decc.gov.uk . Completed tender submission must be returned by post to DECC, address given at the top of this advertisement, by 10am on Monday, 11 March 2013. We require 3 hard copies (one of which must be signed). Electronic versions of your bids are to be sent to Marcus.brooks@decc.gsi.gov.uk. Interviews, if deemed necessary, will be held on 25 March 2013 (suppliers will be notified of this on 20th March). If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place the w/c 8 April 2013 (possibly earlier depending on the process) and to start as soon as possible due to the need for early results from this contract. Project completion is required by 31 November 2013.
