This notice pertains to a market testing exercise. The specifics of the requirement have not yet been decided and will be subject to further review.
The cabinet office wishes to commission an evaluation of two important big society projects – community first fund and community organisers. The commission is for a three year evaluation of the projects through to March 2015, to:
— Draw lessons and conclusions from each project to inform follow-on work,
— Evaluate processes and understand what works and what does not work,
— Assess the social impact within the communities supported by the projects – subject to resource constraints,
— Share learning at it is formed and improve projects during the course of delivery.
This evaluation will contribute towards future investment decisions and related activities by a range of stakeholders in central and local government, the private sector and civil society.

This is a voluntary notice for a requirement which is excluded from the full application of the Public Contracts Regulations 2006 by virtue of Regulation 6(2)(k). The purpose of this notice is to alert the supplier community to this potential opportunity, and to assist the cabinet office with developing its procurement strategy. Potential suppliers are requested to register with the contact point named in Section I.1 no later than noon on 14.2.2012, to receive a market research brief, including a short set of questions. Responses to the questions are requested no later than noon on 15.2.2012 (but would be gratefully received earlier than this date, wherever possible), to enable them to be properly considered.
This market sounding exercise does not form part of a formal procurement process and the cabinet office reserves the right to decide whether or not to proceed with any tendering procedure in the future.
Potential suppliers shall be solely responsible for any costs which they incur as a result of participating in any aspect of this market testing exercise.
