The project will produce an in-depth case study of the delivery of NHS service reconfiguration proposals. The objective of the project is to identify lessons to assist with future reconfiguration both specifically of NHS children’s and maternity services, and generally of other NHS services.
The successful individual or organisation will produce a range of outputs which will be of use across the wider NHS. The outputs will enable commissioners and providers of NHS services to identity which approaches they should consider when commissioning effective change programmes and when developing and implementing proposals for major service change.
This project will contribute to building the evidence base for major service change in the NHS and the outputs should be able to be employed alongside clinical standards for specific clinical services.
Interested individual(s) or organisation(s) should have national research expertise and standing to undertake this project and will have likely published health related research. They should have a thorough understanding of NHS commissioning and service change processes and will need to demonstrate credibility with a range of stakeholders from a wide range of backgrounds. A strong project management process will be required in order to ensure that the project delivers to key stakeholder expectations whilst meeting key time and cost parameters.
The contract value will need to be contained within £130 000 including VAT (if applicable) and it is expected that the project will have a duration for about six to eight months, this being flexible with agreement with the Contracting Authority.

Information and formalities necessary for evaluating if the requirements are met: Providers will be evaluated in line with the procurement criteria which is outlined in the tender documentation. NHS Shared Business Services on behalf of the Contracting Authority will be using the e-tendering system ‘EU-Supply’ (web address being https://nhssbs.eu-supply.com) to conduct this procurement process.
