Sport England is seeking to appoint a single supplier (which may be a consortium) to carry out an evaluation of the three “Places” strands of PPP, Iconic Facilities, Inspired Facilities and Protecting Playing Fields. We may also decide to extend the initial contract with the successful supplier to include an evaluation of the Improvement Fund, a new programme of capital investment announced as part of Sport England’s 2012-17 strategy.
The evaluation will be concerned with both assessing and reporting the impact of the projects in relation to their stated objectives, and providing an evidenced understanding of the processes and mechanisms by which the objectives are or are not achieved. We expect this understanding of what works, how and in what context will be effectively communicated to support the continuous improvement of the projects. We also anticipate providing evidence to inform future funding decisions.
Sport England has three high level objectives for this evaluation:
— To measure the impact of Iconic Facilities, Inspired Facilities and Protecting Playing Fields against the objectives for each of the three strands.
— To find out what works to achieve these objectives, how, in what context and for whom.
— To communicate the evidence effectively to optimise its influence on policy, practice and future funding decisions.
The initial evaluation contract will commence in September or October 2012 and run for two and a half years until March 2015. The total budget for this part of the evaluation is up to 300 000 GBP.
