Description of the contract

The Equality and Human Rights Commission is responsible for the regulation of the Public Sector Equality Duty and the Welsh Specific Duties and under the terms of the regulations issued in furtherance of the Equality Act (2010) Welsh Ministers have a specific duty to publish a report on how devolved public authorities in Wales are meeting their general duty. They are required to publish a report no later than 31 December 2014 (and every four years thereafter). The EHRC has issued guidance to assist public service to comply with its obligations and has encouraged engagement by bringing practitioners together, monitoring and reporting. In 2012 -13 EHRC Wales monitoring work focused on a single aspect of the specific duties in the key sectors: health, local government, fire and rescue and universities. The EHRC now wishes to secure a fuller view of progress and intends to commission an evaluation report which it aims to publish in the spring of 2014. The EHRC wishes to contract with a subject matter expert to undertake an evaluation of the Public Sector Equality Duties in Wales and report by Friday 28th March 2014.Suppliers should note that there is no Expression of Interest stage and submissions are required by 13:00 Wednesday 11th September 2013. We wish to contract by the end of the week commencing 7th October 2013.
