The Council would like to commission an organisation or individual to carry out an evaluation of the ViCP project in Cambridgeshire. The purpose would be to assess the impact of the scheme in meeting the objectives and outcomes set out in the council’s contract. This evaluation would be used to help us review the scheme’s progress contract is granted.
The Provider shall produce a detailed evaluation report in January 2014 which details the progress of the ViCP scheme in Cambridgeshire.
The Volunteers in Child Protection scheme (ViCP) matches volunteers to families with one or more children who are at risk of significant harm. The programme was developed in response to the recommendations of Lord Laming’s public enquiry following the death of Victoria Climbie.
The volunteer social care model was first piloted in 2003 and the schemes have since been implemented by a number of local authorities. Cambridgeshire County Council (The Council) agreed a contract with a voluntary sector Provider to run a ViCP scheme in Cambridgeshire, initially in the Fenland area of the County.
