Evaluation of Third Sector Health&Social Care Brokers in Carmarthenshire,Ceredigion & Pembrokeshire

2.2

Description of the goods or services required

Third Sector Broker posts have been established in Pembrokeshire, Ceredigion and Carmarthenshire. The aim of these posts is to ensure that the services that the third sector provide in supporting health and social services is recognised and maximised. The posts have been established by Carmarthenshire County Council, Ceredigion County Council, Carmarthenshire and Ceredigion County Voluntary Council’s (CVC’s) and Hywel Dda Health Board. Pembrokeshire County Council and Pembrokeshire Association of Voluntary Services (PAVS) already had Third Sector Brokers established but they will also be included in this evaluation.

The evaluation will be commissioned by CCC on behalf of all three County Voluntary Council’s involved and also Hywel Dda Health Board. CCC will also be the key point of contact and will manage the external evaluators appointed to undertake the evaluation.

The Broker project is delivered as part of the ESF Local Service Board (LSB) Development and Priority Delivery Project, funded under ESF Priority 4. It aims to develop an efficient, effective fully integrated and collaborative public service system which provides excellent, citizen-centred services.

In order to firmly establish the success or otherwise of the Broker roles in achieving their set benefits there is a need to evaluate the project fully. The findings of the evaluations will help inform the way that the Broker roles operate, future of Broker roles and ways of collaborative working.

2. Express an Interest in the Project

– Login to the portal with the username/password

– Click the “ITTs Open to All Suppliers” link. (These are Inviatition to Tender Documents open to any registered supplier)

– Click on the relevant ITT to access the content.

– Click the “Express Interest” button at the top of the screen

– This will move the ITT into your “My ITTs” page. (This is a secure area reserved for your projects only)

– Click on the ITT code, you can now access any attachments by clicking the ”Buyer Attachments” on the left hand side of the screen

3. Responding to the tender

– At the top of the screen you can choose to ”Create Response” or ”Decline to Respond” (please give a reason if declining )

– You can now use the ”Messages” function on to communicate with the buyer and seek any clarification

– Note the deadline for completion, then follow the onscreen instructions to complete the ITT
