Description of the goods or services required

We would like bidders to tender for the development, execution and reporting of evaluation associated with the Food for Life Scotland programme covering the period October 2012-June 2015 [with consideration of current internal monitoring which covers the period October 2012 till now].

FFLS is currently funded until the Summer of 2015 and this evaluation will be crucial in providing constructive support for the next stage of the project beyond this current funding phase.

Food for Life Scotland – a flagship programme of Soil Association Scotland – aims to transform food culture across the country, so we can all eat food that is good for us, our communities and our planet. FFLS works with Scotland’s local authorities, food producers, suppliers, catering services, policy makers, consumers and communities to:

– increase access to fresh and healthy food by growing the number of meals served, in both the public and private sector, that have been certified by the Food for Life Catering Mark (FFLCM) ;

– connect producers, suppliers and caterers; creating new markets as well as profitable and sustainable supply chains for fresh, healthy, local, seasonal and organic food;

– raise awareness and understanding of the connections between food, health, the economy and the environment; and

– encourage and enable positive change in policies and food culture underpinned by Food for Life principles and values.

FFLS has been funded for three years (2012-2015) by the European Agricultural Fund for Rural Development via The Scottish Government with additional funding from City of Edinburgh Council, University of Edinburgh and NHS Lothian to support an Edinburgh based pilot.

Total quantity or scope of tender

In line with the programme goals and outcomes, and building on the internal monitoring framework established in the first year of the programme, we are interested in the following separate areas of evaluation:

1. Return on investment of the FFLS approach

2. Impact of the FFLS approach on encouraging and enabling positive change within a number of different sectors, settings, spheres and geographical areas

3. Impact on knowledge, awareness, attitudes, behaviour and skills (including pride) within individuals including cooks, consumers/diners, teachers, pupils, wider school community, managers and other strategic stakeholders

4. Environmental impacts associated with the FFLCM

Settings and target groups involved in the FFLS project

– Local Authorities with the FFLCM

– FFLS pilot areas: Edinburgh and Fife

– Relevant organisational teams implementing the FFLCM

– Cooks (from a range of sectors)

– Schools including teachers, pupils and wider school community

– Catering Services with the FFLCM within other settings

– Supply chain (including impacts for producers and suppliers)

– Stakeholders and strategic audiences

Please note – we understand there is a range of sectors, settings and target groups which could be evaluated and would like to work with the contractor to identify and agree key priorities as part of the framework development stage.

Minimum standards and qualification required

An expertise in programme/impact evaluation and an understanding of the complex issues relating to the impact of food on health, economy and environment.
