2 Contract Details

2.1 Title

Event Producer for the Forth Road Bridge 50th Birthday Torchlight Procession with Fireworks

2.2 Description of the goods or services required

On 4 September 2014 it will be exactly 50 years since the Forth Road Bridge was officially opened. A ten-day festival is being planned to celebrate this anniversary, including a torchlight procession over the Bridge incorporating a major fireworks display on or around the Bridge on the evening of Saturday 13 September 2014.

It is FETA’s intention to appoint a single professional Event Producer to deliver the following (full scope yet to be determined):

deliver a ticketed event which incorporates a torchlight procession across the Bridge (which raises money for charity) and a major fireworks display;

co-ordinate arrangements for participants (which may include but is not limited to the provision of stewarding, signage, fencing, entertainment, toilets & food concessions);

provide a ticket issuing system (for the event ticket which will be sold through FETA’s website);

promote and market the event.

2.4 Total quantity or scope of tender

The total estimated budget available for the event is in the region of £140,000 to £180,000.

The final event budget will be detailed in the ITT documents.

3 Conditions for Participation

3.1 Minimum standards and qualification required

1.Background Information – Failure to disclose the information requested may result in exclusion from this procurement process.

2.Criminal Convictions and Business Probity – Failure to disclose information relevant to this section or serious misrepresentation in relation to the information disclosed will result in exclusion from the procurement process or the termination of any subsequent contract that may be awarded. Tender responses will be rejected if the tendering organisation answers “Yes” to any Mandatory Exclusion question (as fully detailed in the tender documentation attached to this notice).

Tender responses may be rejected if the tendering organisation answers “Yes” to any Discretionary Exclusion question (as fully detailed in the tender documentation attached to this notice) and cannot demonstrate that appropriate remedial action has been taken.

The Authority may disqualify any potential supplier who:

– fails to comply with the requirements of Regulation 23 of the Public Contracts (Scotland) Regulations 2012

– fails to provide a satisfactory response to any questions in the PQQ or inadequately or incorrectly completes any question

– submit its completed PQQ after the deadline

– fails to score a pass in any pass/fail question as fully detailed in the PQQ document attached to this document

– scores 0 (Unacceptable) or 1 (Poor) in any scored and weighted question as fully detailed in the PQQ document attached to this document.
