Description of the goods or services required

Scottish Natural Heritage (SNH) and other collaborative partners are seeking to commission an experienced creative and event management agency to devise and deliver the core programme of the John Muir Festival across central Scotland in April 2014.

The John Muir Festival will run from 14 to 22 April 2014 and involve visitors and local people in a celebration of John Muir’s life, work, achievements and legacy. It is intended to be an internationally significant event. At the centre of the Festival will be the opening of The John Muir Trail, a new recreational route running between John Muir’s birthplace in Dunbar and Helensburgh, and it is anticipated that there will be events along the Trail. The international opening of the Helix and unveiling of the Kelpies sculpture near Falkirk will also be a key event. East Lothian Council is also planning to enhance the Festival programme with a series of events to celebrate John Muir, with a particular focus on Dunbar.

Partners wish to work together to maximise the opportunities that the Festival presents. To do this, a single creative brief with a core idea/theme that binds the Festival and its elements together needs to be developed and then created, managed and promoted through this contract.

Although the contract value is expected to be above the EU ‘Services’ threshold, it will not be advertised in OJEU on the grounds that it is a Part B service (Category 26 – Recreational, cultural and sporting services – CPC ref 96).

Additional Information

To be considered for this contract opportunity, you must note your interest on the Public Contracts Scotland (PCS) portal – www.publiccontractsscotland.gov.uk – and submit a completed Pre-Qualification Questionnaire (PQQ) to marion.mulholland@snh.gov.uk by the stated deadline of 13:00 hours (1pm BST) on 11 June 2013.

 

All PQQs will be assessed, and short-listed suppliers will be invited to submit a competitive tender via the PCS portal. Suppliers who submit a PQQ but are not short-listed to ITT stage will be notified by email.

 

The ITT, including a full Statement of Requirements, will be issued via the PCS portal, and all tenders must also be submitted via the PCS portal.
