The Welsh European Funding Office (WEFO) is the Managing Authority for the European Programme of Structural Funds 2014-20 and is part of the Welsh Government. WEFO is responsible for ensuring that projects submitted for EU funding are assessed using appropriate business models and, where necessary are subject to a robust technical and financial appraisal.
The Technical and Financial Appraisal Team (TFAT) within WEFO are responsible for undertaking financial appraisal work and co-ordinating the provision of specialist expert advice in a range of different areas which include:
— Accountants – (Financial Appraisal work)
— Market Analysis
— Cost Consultancy
— Legal Services on a range of matters including procurement
— Project Evaluations
The Client wishes to establish a Framework Agreement utilising multiple suppliers to call off a range of expert services to fulfil the above aims and objectives.

— The provision of Financial Appraisal Reports for projects proposals submitted to WEFO for consideration.

— The assessment of projects with expenditure exceeding 2m GBP in grant funding, which are required to have an independent evaluation to assess whether the projects is delivering on agreed objectives and outputs as set out in the contract award letter (offer of grant letter) The evaluation will focus on agreed indicators and targets and provide an opinion on the performance of the project.

— Advising on cost estimates for proposed capital projects. This will include testing the reasonableness and robustness of the estimates.
— Provide ad hoc advice on cost elements of capital projects.
— The successful bidder will provide support to the Welsh Government’s Property Division in providing professional cost consultancy advice on the appraisal of projects seeking structural funds. Property Division has overall responsibility for providing advice on capital projects from inception to delivery with particular regard to compliance with grant funding regulations and controls, quality and appropriateness of design,project management and an overall value for money assessment on the capital build element of a project.
