Description of the contract

Southend on Sea Borough Council is inviting expressions of interest from an architect lead design team wishing to tender for a full design service though all the RIBA work stages. Hamstel Junior is a 4 form entry Junior school in the centre of Southend-on-Sea. It is an early 1900’s building that has been expanded though-out the years. The project will require a complete analysis of the existing school. There is a need to increase the Junior School by an additional 8 classbases over two phases, new school hall, community facilities with a large sports hall and enlarged staff room facilities. It is vital that the proposals reflect the ability to provide flexible accommodation to add on additional areas in the future. The nursery is also expanding and planning has been submitted to increase the size of the nursery to accommodate additional pupils. The design team will also take this scheme from planning through to completion. The school will remain fully functioning during the construction phase and disruption is to be kept to a minimum, with a desire for work to take place mainly during the school holidays if possible and any external works to the play area or partial demolition to the existing nursery must be undertaken during the school holidays. There is also a need to reprovide play area that will be lost to the expansion scheme and also provide additional play area due to the increase in Pupil numbers. There will be a need to deal with two headteachers and two sets of school governors. Although the scheme is predominately within the Junior school, the infant school will also be affected by the work. Your team must have a proven track record in dealing with similar situations to achieve a favourable outcome to accommodate both schools. The design team will be architect lead and co-ordinated, and with the exception of the QS and CDM –C the design teams will be made up of all required consultants. Southend Council will procure the QS and CDM-C separately. The design team will be appointed under the RIBA standard terms and conditions, with minor amendments. Teams wishing to be considered for selection to be short listed to tender should e-mail expressionsofinterest@southend.gov.uk with the following information: 1. Experience in education design with reference to enlarging existing schools (not more than 2 A4 pages) 2. Experience of working on similar projects (not more than 2 A4 pages) 3. The ability to work as an integrated fully co-ordinated design team with clear team wide QA systems (not more than 2 A4 pages) 4. Knowledge of delivering successful buildings within tight on site programmes, on constrained sites. (not more than 2 A4 pages) 5. Demonstrate an understanding of sustainable buildings, carbon reduction and value for money. 6. Demonstrate an ability to complete all aspects of the design and project management by way of 3 prepared references for previous similar works valued above £1.5m. Copies of references on your referees letterheaded paper are to be submitted as part of the expression of interest, and it will be responsibility of the design team to provide these. Southend Borough Council intends to check a number of the references and as a consequence all references must contain contact details of the referees. 7. Illustrated examples of 3 projects that the design team feels are relevant to the stated requirements above (not more than 3 pages per project) Please limit the information you provide, when answering the above, to the number of pages stipulated which should be stapled together rather than inserted within a folder. (Note pages over the stipulated number may be ignored) A shortlist will be based on a point system which will be scored on the information requested above. It is intended to restrict the tender list to the highest scoring 6 Design Teams. If more than 6 Design Teams fulfil the criteria for selection, those scoring the highest number of points on the evaluation criteria will be invited to tender.
