Numerous London Boroughs and Hertfordshire. NHGL comprises 22 companies and manages and maintains around 18 000 dwellings and has a healthy development programme. The objective of the audit is to provide an independent audit opinion of the accounts and annual financial reports of the Network Housing Group for each financial year covered by the term of the audit appointment. The audit must meet both statutory requirements and audit standards. In addition to the statutory audit some additional reports are required for specific purposes.
These are set out in the scope of the audit below.
The auditor is to:
* Carry out such work as is necessary to form an opinion of each legal entity and the group as to whether the accounting records have been properly kept and the annual financial statements are prepared in accordance with the financial records and have been prepared in accordance with all relevant accounting practices, guidance, legislation and any other mandatory professional reporting requirements and represent a true and fair view of the state of affairs and the surplus/deficit (profit/loss) of the legal entities and of the group in accordance with relevant accounting practice.
* Give an opinion for each legal entity and for the group in his or her audit report on whether the financial statements give a “true and fair view” of the state of affairs and the surplus/deficit (profit/loss) in accordance with relevant accounting practice and whether the financial statements have been properly prepared in accordance with relevant accounting requirements and legislation.
* Report by exception for each legal entity and for the group should any of the following issues arise: that a satisfactory system of control over transactions has not been maintained; that proper accounting records have not been kept; that all information and explanations required for the audit were not received.
* The auditor is required to produce a report on particular matters arising from the audit.
* Additional specific reports required are as follows: Service Charges Audit Leaseholders; Loan Covenant, NTSL and Group Borrowing Members; Right to Buy Agreement; Statement of Grant Usage; S37 Gap Funding Report.
* Attendance at meetings: Group Audit and Risk Committee (GARC) and Group Finance Committee (GFC) up to 3 times per year; Meetings with Management.

Section III: Legal, economic, financial and technical information
Description of particular conditions: The costs of responding to the tender will be borne by the respondent. NHGL will not be liable for the suppliers costs. NHGL are not bound to accept any or all of the suppliers response.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
(8) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the candidate is established.
(9) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law of any part of the United Kingdom or of the relevant State in which the economic operator is established.
All interested parties who register their interest in the tender will be sent a Pre-Qualification Questionnaire (PQQ) by the 23.3.2012 which needs to be completed in full and returned back no later than 12noon on the 13.4.2012.
(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
(4) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.
All interested parties who register their interest in the tender will be sent a Pre-Qualification Questionnaire (PQQ) by the 23.3.2012 which needs to be completed in full and returned back no later than 12noon on the 13.4.2012.
(1) A statement of the candidate’s average annual number of staff and managerial staff over the previous 3 years.
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;

Reference to the relevant law, regulation or administrative provision: Suppliers and their staff must be professionally and legally qualified for the provision of external audit services required by NHGL and as oulined in the scope.
Section IV: Procedure
Objective criteria for choosing the limited number of candidates: Using the pre-qualification questionnaire suppliers will be short listed based on an analysis, performed by an assessment panel of financial, legal, and technical criteria. Some questions contained within the PQQ may require a “Yes” or “No” response. These questions are known as gateways and are fundamental requirements of the contract. If any of these questions are answered “No”, NHGL may reject your submission in full, ceasing to evaluate the remainder of the questions. Other questions are weighted based upon their order of importance.
The members of the panel will each score the submissions against all of the award criteria. The panel will meet to discuss their individual scores and arrive at a consensus team score. Incomplete responses will reduce the suppliers chance of being short listed and in some cases will exclude the supplier.
