Description of the contract

We need to commission a reputable recruitment agency with a track record of providing high quality finance staff to Government departments. They will run an external campaign, for which they will not charge DECC the cost of any external advertising. They will advertise a DECC branded advert on a number of online specialist finance job sites in addition to CS jobs. All applicants will be asked to provide a CV and supporting statement covering the core competencies. The process will be as efficient and fair as possible, and fully comply with best practice guidelines in Civil Service, and maybe subject to audit by the Civil Service Commission. The successful agency will screen all applications, as well as interested headhunted and directly sourced candidates against the key criteria/competencies of the role. All long-listed candidates will then be invited to a face to face interview with the agency and a shortlist will then be produced of approximately 8 candidates, with a total of 6 candidates likely to be seen for face to face interviews with DECC. We need the shortlist asap, subject to ensuring the process complies with Civil Service best practice. The Role The job will have a key role in the preparation of the Department’s statutory accounts and group consolidation. You will be responsible for preparing the Trust statement, the WGA accounts, and the consolidation of the nuclear site licence companies and a portfolio of NDPBs into the Departmental Accounts. You will work closely with the G7 and other members of the team to ensure that the Departmental Accounts are: • prepared in accordance with a tight timetable • comply with the FReM and all HM Treasury requirements • not materially misstated • laid pre recess before Parliament This is a key finance role and the postholder will be expected to work effectively with colleagues from across the finance function. The key accountabilities of the role are: – Prepare a Trust statement and closely liase with Policy to ensure there is robust control over income of approx £1billion, arising from Petroleum Licences, the European Emissions Trading Scheme and the UK’s own Carbon Reduction Commitment. -Consolidation of a portfolio of group entities including the Nuclear Site Licence Companies – Preparation of the DECC contribution to the whole of government accounts – Work with the G6/G7 to provide technical accounting advice to finance and policy colleagues. – Liaison with internal and external auditors – Other tasks as reasonably expected from a qualified financial accountant to support the Financial Accounts team

Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions, which are available on the main DECC website – www.decc.gsi.gov.uk and will be issued to organisations invited to submit a tender bid. Completed tender submission must be returned by post to DECC, address given at the top of this advertisement, by 22 October 2014. We require 2 hard copies (one of which must be signed). Electronic versions of your bids are to be sent to Edward.new@decc.gsi.gov.uk after the submission deadline. Interviews, if deemed necessary, will be held in the week commencing 27 October 2014 (suppliers will be notified of this in the week ending 24 October). If successful and upon contract signature, the supplier is expected to attend a kick-off meeting asap. Project completion is required by 30 November 2014.
