Forest of Dean Distract Council (‘the Council’) is seeking a private sector partner (‘PSP’) to invest in and deliver an Extra Care Residential Development offering between 40 – 60 units with at least 40 % affordable housing provision at the Bank Street Site in Coleford. The site extends to approximately 0.9 Ha (2.22 acres) and is located adjacent and accessed from the B4228 Bank Street near the town centre and covers an area formerly occupied by a library and community/youth centre. Buildings associated with this former use have already been demolished and the ground levelled to form a tiered site rising from Bank Street then dropping back down to a lower level at the rear. To the west of the site is the Parkside a residential development. To the rear and east of the site are further residential dwellings and a forestry commission office. The site is currently used as an unofficial car park.
The PSP is expected to provide between 40 – 60 units of one and two bedroom accommodation, including several bungalows or houses, offering mixed tenures of affordable rented housing, shared ownership/equity housing and open market sale units. Developer proposals will be expected to deliver a minimum of 40 % affordable housing provision. The Council will require PSP to ensure that it can provide specialist Extra Care/management organisation to cater for the long-term stewardship of the development. In addition to parking serving the facility a further 5 or 15 spaces are to be provided for the general public.

The estimated value of possible developed assets in this opportunity is estimated in the region of 3 000 000 to 7 000 000 GBP. The potential return to the PSP from the developed assets and services will depend on many commercial factors including (but not limited to) the performance of the PSP and market conditions. The forecast value is an estimate only and is subject to many variable commercial factors. Bidders should seek independent legal and commercial advice in relation to the potential value of the opportunity.
The estimated value range below is in respect of the potential value of developed assets delivered through the project and not potential returns.
