Link4Life are tendering for the total facilities management of the following buildings:
— Central Leisure Centre, Rochdale,
— Heywood Sports, Culture and Leisure Village, Heywood,
— Middleton Arena, Middleton.
The works will comprise of 4 separate lots and each will encompass the following services, at tender stage companies will be given the option to bid for all lots together.
— Lot 1 planned preventative maintenance (including MEE) reactive maintenance,
— Lot 2 building cleaning,
— Lot 3 grounds maintenance,
— Lot 4 redecoration,
— Lot 5 all of the above.

The value of this specific contract is likely to be between 3 000 000 GBP and 7 000 000 GBP. This is based on providing the services in all 4 lots across all sites for 5 years with an option to extend for up to a further 2 years. Link4Life may wish to include a break clause to enable termination of the contract at an ealier anniversary should special circumstances occur e.g. a collaborative regional arrangement providing a more economically advantageous solution becomes available.

Economic operators must be authorised and regulated by the UK financial services authority, or equivalent in accordance with Articles 45-50 of Directive 2004/18/EC and Regulations 23-25 of the Public Contracts Regulations 2006 and set out in the pre qualification questionnaire available from Link4Life via the Chest at the address given in Section I.1.

All clarifications and meetings will be conducted in English and the contract will be subject to English law. Tenders, and all supporting documents must be in English and priced in sterling (GBP).
Point II.1.9 – the Council may accept variant bids in addition to a standard bid as set out in the tender/contract documents provided that the Council’s core requirements are met and provided the variant is submitted in accordance with the tender/contract documents.
Point IV.3.4 requests to participate must be made by completion and return of the pre qualification questionnaire by the date and time specified in point IV.3.4 and in accordance with the instructions set out in the pre-qualification questionnaire. Completed pre-qualification questionnaires submitted after the deadline may not be considered.
The pre-qualification questionnaire and a PQQ completion guidance document are available in electronic format from the Chest portal at the address specified in I.1.
Bidding and bid costs are entirely at the risk of bidders and will not be refunded by the contracting authority under any circumstances. The contracting authority shall not be responsible for any costs, charges or expenses incurred by candidates or tenderers and accepts no liability for any costs, charges or expenses, irrespective of the outcome of the competition, or if the competition is cancelled or postponed.
All dates and time periods specified in this notice are only provisional and the contracting authority reserves the right to change these.
The contracting authority reserves the right to not award any or part of this contract.
Candidates are advised that the contracting authority is subject to the Freedom of Information Act 2000 (“the Act”). If a candidate considers that any of the information supplied as part of this procurement procedure should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, they must, when providing this information, clearly identify the specific information they do not wish to be disclosed and clearly specify the reasons for its sensitivity.
