Description of the contract

FDAC is a highly regarded, well evaluated drug court model which addresses the needs of families with parental drug and alcohol problems who are in care proceedings. Recent evaluation findings showed that FDAC parents received drug treatment services more quickly than non-FDAC parents and reduced their substance misuse while children were more likely to be reunited with their parents or find alternative permanence arrangements, such as adoption, more quickly. Proceedings in the FDAC model take the same time as current standard care proceedings which means – as matters stand – it will not be compliant with the twenty-six week time limit which is being introduced from 2012. The contractor will be asked to deliver : • practical options and examples to enable FDAC to operate in a way which is consistent with the twenty six-week time limit which, may have wider relevance to the FJR agenda; • the development of one or more areas outside London to pilot an FDAC model which may include families with a wider range of problems than drugs and alcohol, and • the exploration of the use of the expert multidisciplinary team assessments at the pre-proceedings stage, in the context of the wider Family Justice review (FJR) developments in this area. This is essential for reducing delay. Estimated value: £150k per annum for 2013-2015. There is some funding available in the current financial year that will be awarded if the successful contractor is able to complete some tasks within this very tight time frame. The amount awarded for 2012-13 will be decided upon when project plans are agreed between the contractor and the DfE. Length of contract: Two years, with the possibility of extension for two years.
