1) Demonstrate that the organisation will be targeting and focusing support on disadvantaged communities, whom are least likely to participate in learning opportunities, including those with low skills;
2) Support programmes that seek to widen participation and transform people’s destinies by supporting progression relevant to personal circumstances;
3) Support projects that demonstrate how learner’s participation can lead to or have a positive effect on developing stronger communities, with more self-sufficient, connected and pro-active citizens.
