Buckinghamshire County Council is tendering for an early intervention service to target identified needs of families in Buckinghamshire.  The service will provide support to families at an early stage in order to prevent issues escalating and to improve outcomes for children.  Through outreach work the service will provide support for families whose level of need has been assessed at either Tier 2 or Tier 3.  In particular the service will work with families where children are aged 0 to age 8 years who are residing in accommodation in the community.  The service will also work to support families that are residing in temporary hostel accommodation where the age range will extend from children aged 0-19 years.  The service will support families moving from temporary hostel accommodation to accommodation in the community, in order to aid this key transition point and ensure sustainability of progress towards better outcomes.

The service will focus on supporting parents/carers in their parenting role which will include parent-child interaction patterns, maintaining a safe home environment in which children can thrive and  build positive relationships.

The successful provider will use trained project workers and volunteers in order to provide a service that is suited to the needs of families and is safe both for families and staff.

This service is likely to contain an element of performance related payment. There will be a minimum of 1.25% and a maximum of 5% of the annual contract value that will be subject to achieving specific performance measures.
