Tenders are invited to conduct the fieldwork for the British Election Study Internet Panel (BESIP). The supplier selected will be expected to be primarily responsible for the sample design and selection of the sample; the testing and implementation of the survey; and the production and delivery of data including weights; all under the guidance of the project team. The questionnaire content will be supplied by the BES team. The supplier will be responsible for the conduct of interviews and for the timely delivery of ‘clean’ SPSS or Stata formatted datasets based on those interviews and linked with individual and aggregate-level data where agreed.

The Authority will incorporate a minimum 10 calendar days standstill period at the point information on the award of the contract is communicated through the European Journal. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England, Wales, and Northern Ireland). The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.
