Fife Council is seeking tenders from service providers to establish a framework agreement for the Commercial Heating Servicing in public buildings. The contract covers all Fife Council’s public buildings including schools, halls, sports centres, older person’s homes, offices, sheltered housing complexes, etc. The plant and equipment consists of natural gas, LPG and oil fired commercial boilers, water heaters, radiant tube heaters, warm air heaters, pressurisation units and cold water booster sets, Science Lab equipment (booms, taps, bollards, fume cupboards, etc.), technical room equipment (forges, etc.), chimney sweeping, mechanical and refrigeration work to an Ice Plant, rainwater harvesting pumps, solar systems. This also includes Social Work Services group homes and Education Services janitorial houses which are of a more domestic nature and also the maintenance of the Dunfermline Community Energy Scheme, a large district heating installation.

Due to the contract value, we will require the Contractor to identify how they can bring added value to this contract. Refer also Tender Document: Part 9, Question 4.
Examples of this added value could be in the form of:
(a) Providing training place(s) during the life of the contract. These places will be targeted at unemployed people from 16+, 18-24 year old and 25+ groups;
(b) Providing employment opportunities for unemployed individuals from 16+, 18-24 year old and 25+ groups;
(c) Providing demonstrations to suitable identified groups on the work that is being undertaken to generate future interest in employment within this field.
