As part of First Rail Holdings rolling stock strategy, First Rail Holdings is establishing a Qualification System to be used by itself and its parent company and any current or future subsidiaries of First Rail Holdings Limited or its parent company for the funding of new rolling stock and other associated assets. This notice seeks appropriate and qualified candidates to join the qualification system under which contracts may be awarded for the provision of funding and/or leasing arrangements for such new rolling stock and other associated assets.

Conditions to be fulfilled by economic operators in view of their qualification: The conditions required to be fulfilled include (but are not limited to) the experience and financial capacity of the proposed suppliers. These include credit rating requirements and experience in relevant projects with a funding value in excess of 100m GBP (one hundred million pounds sterling). Details are contained in the Qualification Systems Questionnaire issued to respondents to this notice.
