Mid and West Wales Fire and Rescue Service acting on behalf of itself, South Wales Fire and Rescue Service and North Wales Fire and Rescue Service is seeking specialist training to support statutory functions in fire investigation.

This contract will be for a period of 3 years with an option to extend for a further 2 years.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The tender will be conducted using a 3-stage process as follows:

Stage 1 – Tenderers will be required to complete a SQuID (supplier qualification questionnaire). The questionnaire will comprise a mixture of scored and non-scored questions along with In-Out questions which will result in instant disqualification if answered negatively, unless sufficient justification is provided to merit otherwise.

The supplier qualification questionnaires will be evaluated with questions being scored in accordance with the guidance provided within the SQuID document. Any tenderers responding negatively to the questions highlighted as In/Out questions will face immediate disqualification unless sufficient justification can be provided to merit otherwise. The remaining questionnaires will be scored and the top 5 scoring tenderers (or more if there is a tied score situation) will progress to the Invitation to Tender stage

Stage 2 – All tenders will be evaluated and all tenderers will be given a score of 0 for their presentation at this stage.

Stage 3 – All tenderers will be required to undertake a presentation to demonstrate the training venue, facilities and delegate accommodation to members of the evaluation panel as stipulated in the specification document.

Following supplier presentations, the evaluation score for the presentations will be adjusted accordingly.

PLEASE NOTE THAT THE COMPLETED PRE-QUALIFICATION QUESTIONNAIRES MUST BE UPLOADED ONTO THE SELL2WALES SYSTEM BY NO LATER THAN 12:00 ON 14/02/14.
