Description of the contract

PRE JOINING FITNESS TEST FOR RN RM AND RAF Physical well being services. Expressions of interest are invited for the provision of Pre-Joining Fitness Tests (PJFT) within Civilian Fitness Centres for new applicants for the Royal Navy (RN), Royal marines (RM) and Royal Air Force (RAF). Within the Armed Forces there is a culture of fitness which prevails at all levels. It is intended that this culture is inherent to all new recruits. This requirement is to provide a series of tests to indicate the levels of cardiovascular fitness to all applicants prior to further recruitment activity. Armed Forces Careers Offices (AFCO) will refer applicants to the successful service provider. Applicants will range in age from a minimum of 15 years to a maximum of 55 years. The age of the applicant will determine what standard is to be attained. The tests will be in accordance with the instructions given for each arm of the service and may vary from time to time. The tests will be within a range of 1-2 runs of approximately 2.4 km/1.5 miles run on a treadmill capable of accurately measuring distance and sets of timed sit-ups and press-ups. It is essential that UK Nationwide coverage is provided and companies must clearly demonstrate this ability. Service providers must also be able to demonstrate the ability to complete the following: a. The provision of facilities to allow candidates to both warm up and warm down. b. The provision of changing facilities, secure stowage for personal possessions and shower facilitates to all candidates. c. Pre screening to ensure candidates are sufficiently fit to undertake the test. d. Measure and record height and weight in metric units. e. Provide a brief on the equipment to be used and fully explain the test procedure including target time. f. Conduct tests providing advice on the pace required to achieve the target time. g. Report individual results to appropriate Armed Forces Careers Office via email/post and provide candidates with a copy of these results. h. To conduct their own health questionnaires. i. Provision of suitably qualified personnel to undertake all tests. j. Undertake all prior and post administrative tasks to ensure candidates are tested within the timescale and to the Authorities satisfaction. The Contract will be for an initial period of 3 years with a further two 1 year options. Based upon historical information the RN has approximately 6,500 tests annually, the RM has approximately 3,500 tests annually and the RAF has approximately 3,300 tests annually. Dependent on the number of expressions of interest received The Authority may be required to implement a Pre-Qualifying Questionnaire (PQQ) process prior to any company being invited to Tender. PQQ criteria for the Invitation to Tender selection will be notified to all companies at the time of PQQ issue if required. Demonstration of companies abilities may be tested which may involve gymnasium visits, company capability audits and a pass/fail element within the PQQ.
