Surrey County Council wishes to tender for a framework agreement for the provision of a Flexible Rewards Scheme. This Scheme is for use by Surrey staff and immediate family members to obtain discounts, reductions and special offer rewards. The successful supplier will be appointed to run this scheme on behalf of Surrey County Council, negotiating discounts with other suppliers, advertising and provide a web-based portal which users can access to take advantage of the offers obtained. This framework is initially for Surrey County Council and is also available to all authorities listed in this notice.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: In accordance with Regulation 32 of the Public Contracts Regulations 2006 (as amended) the contracting authorities will incorporate a minimum 10 calendar day standstill period at the point information on the framework agreement award decision is communicated to tenderers. Part 9 of the public contracts Regulation 2006 (as amended) provides for economic operators who have been harmed or are at risk of harm by breach of the regulations to take legal action. Any such action must be brought within the applicable limitation period. The purpose of the standstill period referred to above is to allow an economic operator to apply o the Court to set aside the decision before the agreement is entered into.
