Description of the contract

DSTL manages a MOD flight simulator which uses a throttle and side-stick as part of the pilot interface. This notice aims to identify potential suppliers for the procurement of a new solution to meet an emerging possible future requirement. Feedback from users of the facility has identified a possible need to replace our current passive throttle and stick with ‘control-loading’ or ‘active’ throttle and stick inceptors. DSTL wishes to identify which products may exist, and invite responses from suppliers able to meet all of the basic requirements listed. In the event that no suitable alternatives are proposed that satisfy DSTL’s criteria, the existing solution shall remain. Alternatively, this process may result in the purchase of an active stick only. Basic requirements are: 1. COTS (Commercial Off The Shelf) product. A fully developed solution must already exist and be available for possible demonstration. An initial unit may be required for purchase or loan shortly after any contract award. Delivery of further units may be required by late August 2012 to allow integration to take place, if a decision is made to proceed. Solutions that do not meet this timescale may still be considered as a long term option; 2. Size constraints. Solution mechanism should ideally fit within the existing cockpit station side pods (Approximate dimensions of cavity below top plate in mm: Throttle: plan 165 x 450, depth 500. Stick: plan 165 x 390, depth 500. In both instances, the long axis is aligned longitudinally with the cockpit); 3. Physical Compatibility: Price and integration constraints may result in a requirement to use our current F-35 throttle and stick grips, so any active inceptor base solution should allow or facilitate mechanical integration of other COTS grips. Integrated F-35 grips may also be considered as an option; 4. Ease of integration: Communication between the host aircraft model computer and the active inceptors should be through RS-232, Ethernet, or other similar interface. The limited integration times available for this development may result in favouring communication interfaces/ protocol closest to those already used within the simulator, most likely excluding avionics bus type interfaces. Any power supplies needed for operation will also be required, such that the hardware can operate from a single phase 240v supply; 5. Resposes for products meeting the basic requirements are invited by e-mail to: MMCCANN@dstl.gov.uk confirming compliance, and attaching product data sheet(s) or similar, including photo/schematic and specification. Responses for products meeting the basic requirements must be recived by the close of business on 18 April 2012; 6. If alternatives to the current inceptor solution are identified, that meet the basic requirements, a detailed specification may be e-mailed to the address given. It is intended to facilitate DSTL’s knowledge whilst it is decided whether to upgrade the current solution or not; 7. If more than one alternative is identified, a competitive tendering process may be initiated; 8. Delivery of an initial unit (or loan unit, until an initial one is available) is estimated as mid-June 2012; 9. Delivery of possible further inceptors is estimated as late August 2012. The possible requirement is for 1 throttle and/or 1 stick for immediate delivery or loan initially, with a possible further 4-6 purchased if integration and performance criteria are satisfactory.
