TENDER TO DELIVER SUPPORTING PEOPLE FLOATING SUPPORT SERVICES

The Kent Supporting People Team is seeking suitably experienced organisations to tender for contracts for the provision of housing-related floating support services. The services will need to be flexible and deliver an average of 2 hours of support per household unit per week.

Floating Support services are intended to provide an individual aged 16 or above with housing-related support wherever they live (other than supported or sheltered housing, and those resettled in these schemes) for a potential maximum of one year, or when support objectives have been met, if this is sooner.

Services will be divided into ten Lots and each tendered separately. The Lots will be spread across districts and boroughs on an East Kent and West Kent basis and will encompass every district within each as appropriate.  East Kent comprises Ashford, Canterbury, Dover, Shepway, Swale and Thanet.  West Kent comprises Dartford, Gravesham, Maidstone, Sevenoaks, Tonbridge & Malling and Tunbridge Wells.  Following a needs analysis the following lots are to be tendered:

Generic:
564 Household Units in East Kent
451 Household Units in West Kent

Domestic Abuse:
84 Household Units in East Kent
80 Household Units in West Kent

Mental Health:
100 Household Units in East Kent
80 Household Units in West Kent

Offenders:
32 Household Units in East Kent
26 Household Units in West Kent

Young People at Risk:
75 Household Units in East Kent
63 Household Units in West Kent

The successful organisation(s) will be required to work with providers of existing Floating Support services to ensure seamless transition of existing Service Users to new services as appropriate.

The service must be flexible and needs led, tailored to individual needs, with outcomes leading to users being able to develop the skills to maintain their accommodation and to live independently in the community.

The contract will be initially for 24 months commencing 1st October 2012, with the option of a 1 year extension as detailed within the contract terms and conditions.

The Supporting People Team has undertaken a benchmarking exercise and the ceiling price for this service is £19 per unit per hour, leading to maximum annual contract values of approximately:

Generic East Kent: £1,117,464
Generic West Kent: £893,575

Domestic Abuse East Kent: £166,430
Domestic Abuse West Kent: £158,505

Mental Health East Kent: £198,132
Mental Health West Kent: £158,505

Offenders East Kent: £63,402
Offenders West Kent: £51,514

Young People at Risk East Kent: £148,599
Young People at Risk West Kent: £124,823

This tender opportunity is only open to those organisations who have been accredited by a Supporting People Programme, or who have experience of providing Supporting People Services.

Tenders which fail to achieve a score of at least 60% on the quality evaluation will not proceed further.  Tenders that proceed will then be evaluated on the basis of 75% price and 25% quality.
